Please take time at your next board meeting to select a delegate, who must be a board member.

The IASB Delegate Assembly convenes annually for three important roles:

  • Annual Meeting, including election of President-elect
  • Set the Legislative Platform
  • Convene the nominating caucuses to select candidates for the IASB Board of Directors in selected regions.
IASB bylaws give each member board a delegate who casts the board's votes on issues before the Delegate Assembly. School board members provide input on IASB’s legislative platform and your priorities help influence legislators and the governor. By participating in this debate process, school, AEA and community college boards contribute to IASB’s legislative program and ultimately the unified legislative interests of all Iowa school boards.

Note for Registering for Afternoon Events: Delegates interested in attending an afternoon IASB pre-Convention workshop are advised to pre-register for the event to guarantee a seat. If the Delegate Assembly deliberations extend after lunch, you will not be invoiced for afternoon workshop registration fees.

Proposed 2023 Legislative Platform: Read the full proposed platform, which includes beliefs and resolutions.

  • Beliefs: Beliefs represent the core values of the association and change little from year to year. They are used if an issue surfaces during the legislative session on which IASB has no resolution. Beliefs are voted on a consent agenda; a member may call for a belief to be removed for debate or amendment. 

  • Legislative Resolutions:  Resolutions are the positions of IASB on public policy issues. The 22 proposed resolutions for this year are streamlined from prior years, and have been rewritten to better communicate how the resolutions support and impact Iowa students. Resolutions will be debated and voted individually. 

Proposed 2023 Public Policy Agenda: The “Success for All Students” agenda statement reflects priority resolution areas identified by the members in the call for legislative priorities. The new format provides a stronger communication tool to build support for the policies and investments that benefit Iowa students. The agenda statement is introduced and moved for adoption in its entirety.

Votes are assigned to delegates according to the following school district enrollment schedule:

0–1,200—1 vote
1,201–1,600—2 votes
1,601–2,400—3 votes
2,401–3,600—5 votes
3,601–4,800—7 votes
4,801–6,000—10 votes
6,001 and over—15 votes
Votes are assigned to delegates for the area education agencies according to the following AEA enrollment schedule:

0–29,999—2 votes
30,000 and over—3 votes
Community colleges are entitled to five delegates. The governing body of the Iowa Association of Community College Trustees elects these delegates.
 

Nominating Caucuses

Nominating caucuses are held to nominate candidates to the IASB Board of Directors for three-year terms. See the statements of candidacy below that have been submitted for the open director district seats.

Director District #9:

The nominating caucus will be held during the morning break of the IASB Delegate Assembly on Nov. 16, 2022. The purpose of the caucus is to nominate not more than two board members as candidates for each open position. All delegates attending the Delegate Assembly from Director Districts #1, #5, #6 and #9 are eligible to participate in the nominating process. Voting on nominated candidates occurs Nov. 21– Dec. 21 through the Simply Voting online voting system.
